I was thinking about your situation the other day, and it seems you have come to the same conclusion I did. Since this is a break that nobody has even heard of before, then swap in a new rack and carry on. Sucks about Safari. Surely that sleeve wasn't held together with just that dimple/ding indentation? Was it? From the pics, I do not see any welds, or other means of attachment.
If you built the taco, in 2 years, you would be at the same crossroads you are right now.
SAS'ing the 4runner is a money pit, believe me. But I would love to see your spin on it. We all know you would change the game. But then, I would have to re-do mine; further deepening said money pit.
Building a buggy seems like a rabbit hole. Basically, corners you into a select list of trails, uncomfortable many months of the year, and isolates the family from the activity. But, I can't say I haven't sketched out a few U4 drawings and build lists.

I have to agree with every point you made, as much as I would love to build the Tacoma, having a reliable daily driver and comfortable family vehicle comes first. There's still a chance it might be the next build, but that will be after it's paid off and it's no longer the primary vehicle.
If I had not just built the rear axle I would be very tempted to go SAS, but with 1 ton axles. I have no desire to go through all that work and still have the Toyota axles, they have their place but if I'm going to spend that kind of time and money I want the thing to be bullet proof.
At this point the best option is to replace the steering rack and move on with life. After all, there is a good chance the steering rack failure was related to everything else breaking on the last snow wheeling trip. Now that the trailer is sold and gone I need to focus on getting the 4Runner ready for camping and exploring, I'm looking forward to the next adventure!
